Re: Akavir Well assuming you mean shady sam......... once you join the legion with TEC you should have the option to 'HALT CRIMINAL SCUM!' at him.
Or just do like I did in my current playthru, walk up to him and cut him down. Shame his stuff was in a merchant crate and thus not lootable.
