Create a shortcut like this:
"D:\Games\Bethesda Softworks\Oblivion\obse_loader.exe" -editor
Of course, change the directory path to point to where you have OBSE_loader.exe installed.

TES4Edit is easy to use once you've gotten the hang of it. It does unfortunately lack documentation from the creator, Elminster, however there are guides for how to do simple mod cleaning. It would be wise to spend some time just looking at the content of some small ESPs where you know what they do in-game, and maybe know how to find the edits in the CS. Then take a look at those edits in TES4Edit to understand how it displays the same edits in a different manner.
Every time you save changes to an ESP in TES4Edit, it creates a backup copy of that ESP from before you made any changes, so it is easy to undo those changes if something didn't work out.
You cannot compile scripts in TES4Edit, but you can edit them. So if you make changes to any scripts, you need to then compile that script in the CS.
