Pretty much, yeah.

Just limit the PC to the pirate ship(s), Hideouts, and the sutch county villages as they get raided (seperate nearly identical map, just no way to leave but pirate ship)

the islands of sutch, are going to be contained in their own world spaces, there are 5 isalnd chains for sutch

island chain 2 would be where the pirates, are, the island chains with weaking imperal contorl, the pirates are constantly raiding, and the imprials cant contorl the islands for much longer...

Prehaps make a patch for a few differnt boat mods so the player can sail to the sutch islands ?

the player will not be able to sail to any of the sutch islands, they will only be aviable from the various trader ships that ferry passage back and forth...

in addtion to that, various conditions must be met to get to the diffrent islands... like

for the vinyard, you have to have writen permsion from hagard, or promiss to work on a farm for a few days or so... hehe

for the beta islands, claim ur a knight, and seeking passage to help with the revolts... and such of that natrue...

to gamma, u have to sneak aboard a small cargo ship :P

Ah, so the islands are semi hidden, in that the routes are kept semi secret ?

Ok them, lack of otehr travel suddenly is acceptable if thats the case :p .

I suggest having various alternate ways to travel from island to island, with the alternetes being for if youre a criminal or support the revolt.

yes, if u are "dark" then there will be qutie a few other less optimol chanles, from taveling on .. wow there is a huge helecoppter over my naborhood.... anyway... travleing on row boats, to small boats, to pirate ships, and sneaking in cargo holds of more notworthy ships... and other things :) once u get to the islands, u dont have to go back to owls port (on the mian land) to go to another, there are boats, and gondalears to ferry u between islands in the chians, and island chains :)
