Do you have any active mods that modify Ocato in any way? Then that is the most likely culprit.
What happens is you move T.E.C. near the end of your modlist? Do you use Guards of Cyrodill or Fort Akatosh? If so, they should be loaded after T.E.C.

TEC, FA, and GoC are the last mods on the list and still no quests


EDIT* Solved, reinstalled mod and size for esp didn't match..it was either corrupted or an old version

I am having the same problem as spatdrastik except when it didnt help to reinstall. He just keeps giving me that same line.

Did you carefully read his last comment?

He seemed to have a corrupt/older esp, which got him into trouble. So please, verify whether your install is the latest version and not corrupted.

I just got the mod a couple days ago from TESnexus and it was version 2dot3, the latest listed on the site. I added all the required CUO Resource Pack and COBL 172.

As soon as I was informed that I had been promoted to Countess I went to Ocato and he gave me the same line about the empire not running itself. Is there a step I may have skipped? The game never said anything about going to Ocato I just went to him because I read on here that you get quests from him when you reach Count/Countess.

After I read the spatdrastik comment about his problem I replaced the ESP with the COBL esp (I must have been using the regular esp). This didn't change the problem so far as I could tell.

Then I deleted the whole mod and installed it again with the COBL esp. Nothing changed with Ocato.

I read what you said about Mods that change Ocato but I don't see anything that should have. I do have the servant of the dawn mod but it isnt active and I have never started it.

When I tried to add Capucines Character Expansion and COBL the new races never worked, When you tried to start a new game those races would be listed but there was no character standing there to edit. I did add a Demon race mod that works perfect so I still don't know what happened with that. I just disabled the new races part of COBL and it seems fine, I totally erased CCE. No idea if any of this would change Ocato.

I dont know what you mean by the ESP being corrupted as I just got it 2 days ago...

I think Im might have to backup my saved games and just uninstall Oblivion altogether and reinstall with only a few mods that Im sure are ok. I dont want to do all that but I dont know what else to do unless I am just missing an obvious step within the mod itself.

Can you temporarely move the esp of Servant of Dawn out of the Oblivion-directory, just to test and see if it works then?

Apparently the Oblivion/ES4-engine know that the esp's are there, even if they have not been activated.

That didnt work. I think it must be a conflict with another mod.....

I have OB installed on my laptop without most of the mods (Its a pain to play on the laptop) But without my demon race mod I had to load a different character. It automaticly made promoted me to count and when I went to Ocato there was an option "the peasants are revolting".

I added the demon race mod to the laptop but when I try to load those saves it just crashes (never did that before) so I have no idea what went wrong there.......I really want to finish with my Demon so Ill have to figure out what Im missing there.

But im sure now that It can work...I just need the demon set up right.

Hey.

I have a problem with the skooma mission.

I found the skooma dealer (on the 2nd floor of the lonely suitor lodge).
The problem is that I have no options to talk about skooma).

I have the peasant clothes on, I have no armor or weapons with me (I had a dagger, I forgot to put it in the chest in "department of justice", I threw it away...) did that thing ruin the quest? I have had no updates about failing, the quest is there, but nothing can be done... what could I do, must I just leave that quest forever in my log...?

a bug? my own fault? or what is this? WTF

EDIT*
Reinstalled mo, changed esp, I did everything from the start. I have the latest version available, nothing has changed. I can't complete the mission without an option to actually start the mission undercover..... what have I done wrong??

do I need to do something special to start the mission with the skooma dealer?????

Assuming you have a flawless download, including the latest versions of DCRP end TEC, then you might check if TEC is ranked last in your mod-list.
So then the dialog should be triggered. This was already a problem when KotN was introduced. And still can be if the mods in your list are many.
Eventually it could also be a timing issue as is also mentioned above in the topic-start.

problem solved...

I had the open cities, so it didn't update the quest when I arrived in Bravil.
but now it's done.
