If the people working on Tamriel Rebuilt gets finshed http://www.tamriel-rebuilt.org/ (or is it?) would it be possible to convert it into oblivion like morroblivion?

yes...you can add the esm and the esp to the converter...but I tested only an early version without quests...so I am not sure about quest and dialogues...but the rest works fine...( only thing I had some missing meshes at Firewatch )...

Morroblivion was never finished, so what it produces is full of bugs and requires a lot of work to actually be truly enjoyable. It can convert any TES3 mod into a TES4 mod, but it won't convert quests or dialogue, and it also cannot clothe the NPCs it converts. It cannot provide Fast Travel markers as none existed in TES3. It couldn't convert animated meshes unless this ability was added into the last version released. The world map tended to be out of alignment, and will only show the vanilla TES3 landmass, so any mods you convert too will not be displayed on the world map. AI won't be converted either.

to me morroblivion is just to WIP for my tastes. Not to mention, the fact that instead of just adding the morrowind setting to the oblivion game, it tries to bring the story with it, breaking all imerision. A better project, I think, was Land of Solstheim-Mournhold-Vvardenfell though work i believe has ceased on that.

Morroblivion never got out of WIP, so it's not surprising you find it too WIPpish :) I don't understand your comments about the story being brought with it though. All Morroblivion does is create the Vvardenfell (which contains Solstheim) and Mournhold worldspaces, complete with all placed objects and NPCs. No quests or dialogue are recreated, so there is no story at all.
SoVvM never really appealed to me as there were too many TES4 objects used which looked completely out of place. But then SoVvM also is still in WIP, so it would be unfair to judge it at this stage. Last I read, it isn't dead, by the way. It had a hiatus, but I believe it is still being worked on.

I saw some great screenshots of Vardenfall Dwemer ruins a while back, but I don't know what mod they were part of. Was that SoVvM?

Morrowblivion is forever a WIP in my mind and SoVvM is more of a promise, They have made lots of progress. Though Silgrad Tower I think has the most potential.

well, the original intention of Morroblivion was to bring the entire game of morrowind into the oblivion engine, but they just weren't able to, other people have manually tried, and i think that's dumb, if you want the morrowind story play morrowind and just appreciate how good the graphics were for the time. It just breaks all immersion that all modders should try to bring into oblivion.

And yes, Silgrad Tower looks pretty super amazing. I can't wait for it to get done.

In fact Morroblivion's purpose was merely to provide the worldspace and resources from TES3 in TES4. It was some mod teams using Morroblivion as their base who were trying to recreate the original story-line. Other mod teams used Morroblivion as their base to create new story lines set in the time of TES4. But Morroblivion seems to have been abandoned by Galadrielle, I think he lost interest.
