I too still have the Amulet of Kings in my possession (I am a level 40 now).
I can get that quest to start, but maybe you forgot to contact Raminus Polus, he is just as Julienne Fanis to be contacted in the "council room" of the mages.
He does not appear in the Lobby anymore, when you get the letter to contact him there.

When I activated the quest I had some other quests running, like the T.G. and apparently that caused me a lot of problems when I tried to assist the missing mages near Ceyatatar. I had a C.T.D. on serveral locations around that Ayleid ruin. When I reverted back to an older save and did not start the "Socialy Unacceptable" quest, I could roam everywhere near Ceyatatar and I cleaned out the place, just to try out every option. I now have ended the T.G.-quests and am giving it a new try... fingers crossed

Update: When I finished the T.G.-quests and activated the before mentioned O.M.G.-quest I could finish it, without a crash to desktop!
The active T.G.-quest where this happened was: "Taking care of Lex".
I don't know why this happened, but several of the T.G.-quests were very bugged initially and while the Official & Unofficial Patches do fix many of them, apparently not all it seems!

Slightly off-topic:

I seem not to be able to start that quest (Order of the Virtuous Blood) yet, according to the UESP-wiki you should be contacted by a dunmer woman, if you are in the temple district for a longer period of time and your fame >=5 .... I think I will go pay her a visit myself.
If Moses won't go to the mountain, the mountain comes to him, right?

How high is your fame, Kosh? I know it said greater than 5, but so far, I've always been contacted (you have to be in IC, too) when my fame was greater than 10. Don't know if that's necessary or just by chance on my part.

Thanks for the heads up on the Thieves Guild. I, too, haven't run through that guild yet, but I have hopes to do so soon.

It is at least 140 now. (done a lot of quests). But it could be that I was not long enough in the Temple District and she could not find me and she gave up on it.
So I will pay her a visit at home...

I did the "Ring of Vanus"-quest yesterday and there are some serious opponents in that fort-ruin. Took me quite some resources!
But it was all good fun, I did a lot of summons and had them do a lot of the work for me, made some nice pictures as well.
