I believe he is using the DC TEC, Vorians. Good point about BC which I didn't know. And, it may indeed be the problem. Thank you.

Well if the DC version is being used, then no, this would not be the problem :) The DC version works with open cities, it is the non-DC version which does not.

It sounds to me as if he has not completed the mission and gotten the message that he has done so. He may have a corrupted game for some reason. I remember the first time I played the DC TEC version which is compatible with BC I had that problem until I realized that I had to go to the palace. It does not matter whether he is using BC or not you still need to go to the palace or county seat.

Sorry for my sudden absence, I was on vacation with family in Texas!

I never was able to fix that particular character, but the bug didn't arise in any of my other play-throughs, so I'm not really certain what happened. Guess I'll never know?
